Hi cartoon head,
Penalty charges are unenforcable, as is all the interest which they charged on them, so yes, you will be able to have have this amount deleted from your debt, possibly even leaving you with a positive balance!
Start by issuing a S.A.R to find out exactly how many times you were charged, how much each charge has cost you in interest and go from there.
