I received a pcn for being 8 mins over the P&D ticket, ok fair enough but the ticket states the time "at" (12:56) but not "to" (_ _:_ _).
Also it says "CODE 05 (see part 2 for description)" but I didn't get a Part 2.
Any thoughts?

It would be worth your while having a look around the forum and familiarising yourself with what is legal and what isn't. There is a time on the ticket which I think is all that matters and I don't think there is a legal requirement to describe the codes meanings on the tcikets. There isn't a lot of info to go on there really, more details or a pic would be better.
There are other reasons why the ticket might be illegal, or have been issued illegally (unclear signage or worn-out lines for example).
pcn has to state date of issue and date of contravention. I sent mine back to Westminster quoting Moses v Barnet. This was back in June/July.
