I have sent a letter requesting refund of charges amounting to £1470. The bank has offered £441 amounting to 6 months charges, however, as I want this offer and done with as I am not working and could really do with the money, could I say to them that I am willing to accept £1,000 providing that they clear the charges off my account and state that if my offer is unacceptable, then I will go ahead with further proceedings?

You can negotiate any offer you like - but you can't make them accept - at the end of the day it is up to you how much you are prepared to accept.
I persoanlly want all my money back and am prtepared to wait for it - but others may have different priorities. Halifax seem to pay quite soon after MCOL anyway so a reduced offer from you may get the response you want, on the other hand you may just waste a further 14 days and still ahve to file claim.
