Question, like many Councils in the UK they have increased the council tax by 3.99% this stops a local referendum, by not exceeding 4% however the Parish Council Tax element has increased by 11% and yet there is NO referendum available,NOT VERY DEMOCRATIC. Rural areas get an inferior service,in general from the county and local town Council.

The government has been thinking about extending the referendum provisions to cover parish council tax for several years but has not yet stepped across the line to do so - whether or not they ever will is a matter for debate,

generally the parish council element is only about 1% of the overall bill so a relatively minor thing like replacing vandalised park benches makes a disproportionate hit on their budget.

However, local action by residents also has a disporportionate effect on the councillors,

they tend to be a tight bunch so getting a groundswell of opinion and new people to stand in a couple of wards can do the trick.

When i lived in th rural midlands we had a lot of low level crime in our village and no police presence.

We got it through the parish council to sack the chief constable and replace him with more beat bobbies.

Needless to say he was instantly reinstated by the county council

but at least we got the occasional visit from the local nick.

Parish councils have funny powers so look some out.

Thanks For your replies ,

our Parish Council covers 3 villages,

I live in the village that does not have street lights or pavements and is part of the local rat run,

I have asked the Parish and Town Council why should we pay for services that we do not get,

naturally their response was your council tax pays for the entire county and town council costings,

it is just unfortunate that you do not have street lights or pavements.

We also have a really strange situation

the Town Council that we pay our Council Tax to is 10 miles away, and there is a slightly smaller town totally different Council altogether just 3 miles away where we do 90% of our shopping and whose recreational facilities we use..

ERIC you are so right Parish Councils are a very tight bunch and they are extremely clever at blaming the Town or County Council for their shortcomings

Thanks again
