Hi,

 

I will be very happy to hear your advises for the below case of mine.

 

I have been given a Parking Charge Notice by parking and property management ltd in Reading.

I am thinking of not to pay this charge.

The reason is I was visiting my friend who lives there and I parked my car in the visitor bay.

The other thing is it was close to 9 pm and therefore dark.

After I saw the notice on my car, I

looked around and there were no visible signs at all.

For example, there was no sign in the entrance as a notice that it was a private land and the enforcement rules.

When you look inside the parking area, you can hardly see a parking notice, but it was not well lit.

So, it also went into darkness.

 

Now, I would like to make a letter of appeal, but what reason should I use?

 

Should I say I parked in the visitor's bay as a visitor of my friend who is resident in that property?

or

Should I challenge them with stating no clear signs and not lit signs?

DCA's view debtors as suckers, marks and mugs

NO DCA has ANY legal powers whatsoever on ANY debt no matter what it's Type

and they

are NOT and can NEVER  be BAILIFFS. even if a debt has been to court..

If everyone stopped blindly paying DCA's Tomorrow, their industry would collapse overnight...

dont do anything yet, tell us exactly when it was and what the ticket on your screen says you have done to owe them money.

 

 

You may be asked to gather other information soon,

like a picture of the signage and help from your friend regading parking rights at the development

Here are my answers to previous thread.

 

It says "Parking Charge Notice" on a yellow bag.

 

 

1 The date of infringement: 20 Jan 2017 , 8pm-ish

2 Have you yet to appeal to the parking company? I have not appealed yet.

If you haven't appealed yet - ,.........

 

have you received a Notice To Keeper? (NTK) [must be received by you between 29-56 days]: I have nor received a NTK yet.

5 Who is the parking company: Parking and Property Management Ltd (parkingandpropertymanagement.co.uk)

6. where exactly [Carpark name and town] did you park: It is the garden car park of apartment blocks in Reading.

......................... ....

 

The notice says it is accredited operator by IPC and when I check their website, there I can see the IAS, as well.

 

So, it actually just happened last night.

 

Do you think challenging them on the ground that the notice in the car park was not lit will work.

You would normally see a big notice at the entrance to other private sites or areas.

It warns you before you enter the site.

 

 

But in this case, there are not any signs in the entrance to the site (garden, car park).

The only notice is 20 meters inside on a wall, it is dark and not lit.

I would also like to state that I parked in the first bay as soon as you enter the site.

 

in the darkness of the evening when the nearest parking notice to me is 20 meters inside the car park, and there is another high car parked between my eye sight and the notice on the wall, do you think this will be an appeal-able case?

 

Btw, my friend suggested me writing a letter stating that I was a visitor to him.

But do you think retrospectice evidences are normally counted?
