just cos they have made an offer doesnt mean you have to accept!!

timescales are what you set in agreement with legal guidelines, just because you dont send exactly 14 days afterwards is upto you, it does not jeopardise your claim or your rights...

Amend the LBA to say that you will accept amount offered in partial settlement.

or send the lba and also do another letter regarding partial payment etc and send in same envlope

that way each one is seperate and they have no excuses :P
