Not sure where to post this but thought this may be the right place.

I live in London but until recently my car was registered in the midlands, it's now registered down here. A bailifficon has called at my old address (my ex lives there) and demanded payment for a congestion charge bill from a while ago. He has now been told my address down here, I have no problem with that, and I have spoken to the baliff on the phone tonight. He is demanding payment that I really really don't have and am not even sure if I owe. He won't accept any payment offer I have made. Does anyone know if they would pass this back to Transport for London as I really don't want to deal with this company?
