    I'm on the other side of this though - I paid for some car wheels I won on eBay by paypalicon and the item has never been received, and the seller will not respond to any communication (he is no longer a registered eBay user, but I think he posts on here - funny that). I have asked Paypal to reclaim the money for me but as far as I can see there is no guarantee they will be able to get it back.

    If I am unsuccessful in getting the money from Paypal I will be out of pocket - basically a victim of fraud/theft whatever way you want to look at it.

    Did you pay with a credit card?
    Have you registered a dispute with paypalicon? Have you had a response?

    I paid £177 by credit card. I've raised a dispute with paypalicon as I want them to try and get the money back first from the seller before going to my cedit card company. As of yet there has been no response.

    I know that if all else fails I can raise a chargeback with the CC company. However, I wanted to do it through Paypal first as I want the seller to have the money retrieved from him, rather than the CC company getting the money back from Paypal and them then trying to get the money from him (probably unsuccessfully). Call it a point of principle if you like, but I want to have as much chance of the money being taken back from the 'seller' as possible, even if that means I wait longer for the money.

    paypalicon usually find on the buyer's side anyway. Unless the seller can prove delivery then the dispute should find in your favour and you should have the money returned.

    If you weren't covered by Paypal's buyer protection policy they may not recover the full amount from the seller and you would only get a partial refund - in this case you would need to do a chargeback via your credit card provider.

    Likewise if for some reason Paypal find in the seller's favour, you would have to do a chargeback.

    I actually got money back from paypalicon once..BUT....they took the first £15 as adminicon charges and then only gace back the amount minus postage and packing I ended up with about 50% of what I had paid. Unfortunately I had paid with my debit card so couldn't claim it back.

    That's a bit worrying - I paid £50 out of the £177 for postage!

    Time to have a chat with the credit card company...

    Update: I have had £105.00 back from paypalicon, equivalent to the $200 cover they provide automatically.

    That means I am still £72.25 out of pocket, which means I have basically had it stolen from me.

    I have contacted my CC company about raising a chargeback.

    hi all. paypalicon is a very 'sore' word. last year i sold a laptop on ebay and a certain seller bought it. the seller emailed me and asked if i would send them the tracking no. when i had posted it. as they had a reasonably good amount of positive feedabck i did. 'how naive was i'?????
    later that night i had received an email from paypal saying they had stopped the payment for reasons i cant remember, but of course i didnt get it until the day after and the parcel was well on its way if not there already. i rang paypal re: this matter and they said that they believed that it was a credit card [problem]. i immediately withdrew the funds from paypal and put them into my bank account, afterall the tossers had my laptop so why should i not be paid for it......
    so now paypal are saying that I owe them the money, not the [problem]ming wan*ers. i also have some money held in my account which they wont let me have.
    IS THIS LEGAL, CAN THEY DO THIS???????

    you may have this advice already but if your debit card is a visa debit card then you can get your money back

    Usually with paypalicon if you raise a dispute the seller has to provide tracking information that can be checked by paypal to satisfy that he has actually sent the items. If this is absent and he has funds then they will get back to you.
    There are rare occasions when ebayers do not pay fees and are unregistered until they settle their bills, fingers crossed.
    Just go to esculate the claim and let it takes it course. You may as advised above loss the first £15.00 dependent on the paypal protection attached to the sale of the item. If the protection is covered and he has funds and does not respond then paypal,They will take an addition £15.00 from him. You can on conclusion of this report fraud to paypal by logging into your account and reporting. Of course as far as I am aware you can seek legal advise but it would depend on if it is worth it if with the price paid or inform the police whether they will act is doubtful. Otherwise report via paypal to your credit card an unauthorised transaction and they may well just deduct from his bank account whether he has funds or not. Worth a go if all fails.
