A - £20 standard penalty to be paid within 7 (seven( days of the date of the offence.
On failure to pay penalty B applies
B - £40.00 - Standard penalty to be paid within 21 days of the date of the offence.

Second ticket was stolen from my car. When I advised the council that I did not recieve the ticket. The told me that there was nothing that they could do and I have to pay the £40
Is there anything in the wording I can contest? Is there anything I can do with the second missing ticket?
Ticket 1 if issued uneder the RTRA1984 can onkly be caled an excess charge notice (ECN) If the are calling it a pcn then it has been issued under the wrong act an is invalid.
In the second case, they should have a copy, otherwise how can they prove it was issued in order to enforce it.
Re the second ticket you could also make a Statutory Declaration that you never received the initial ticket, that would turn the clock back and reduce the cost of the ticket to the intial charge and not the £40? But I also agree with Patdavies, if they have got the wording wrong for the actual tickets then they wouldf both be void under that particular act/ section.
