The Allocation Questionnaire is only sent to you by the court after a defence has been entered by the defendant, so you won't receive one yet.
Just sit tight. If they don't respond within the 28 days you can apply for a default judgment (which means they owe you the money you've claimed) but if they enter a defence you'll receive an allocation questionnaire in due course.
And of course you may receive an offer to settle at any time.
