Assuming you've sent them a preliminary approach letter and then a 'letter before action', your next step is to file a county court claim. As you have found out, Lloyds won't take any notice of your letters and won't pay up untill you enter into litigation. You can file on the Moneyclaim Online website, or at your local court. You must know what you're doing before you issue a claim though, and everything you need to prepare yourself is here on this site. Pay for what information? This site is completely free of charge, it is run solely on voluntary donations made by users who have won their claims. If you mean is their a fee to file a court claim, yes there is. How much exactly depends on the amount of your claim it ranges from £30 for claims up to £300, to £120 for claims over £1500. There is a template for filing a claim in the templates library, BUT before you do anything, please follow the links I just gave you, and generally take in as much of the info on this site as you can. The better you understand all the issues involved the easier everything becomes.
