i just registered with my new council in Aug (just moved to the country) I didnt realise I should have paid on the 1st Aug (well i hadnt even had a bill yet!) and instead paid 31st Aug. They have whacked me with a £60 penaty charge for late payment. I have tried explaining that I am new to the country and didnt realise the payments were in advance and not arrears.
I am not sure if the council are exempt from any laws, but before I threaten them I want to check with you.
I would have thought that such a high penalty was illegal.
