My boyfriends sister and her partner are living in a house which belongs to his grandma, she still owns the property although his parents have control over it, she has gone to a care home and wont be coming out. They are not going to change the details to say that the gran is no longer living there. Is this wrong? Im sure the gran (whos over 80) was paying some sort of concessionary rate. So will they not be paying the amount they should?. My boyfriend and I pay the full rate on our property I am a bit aggrieved that they may paying less than the going rate?

if they are receiving a concession they are not entitled to then yes, it does sound like there could be a council tax fraud going on

best thing to do is advise the council who can review the case (you should be able to notify them anonymously)
