There are some very interesting points raised in this draft proposal and comments made about Early redemption fees and the credit reforms proposed. It's 24 pages but Appendix A from page 5 is worth a read.
The acceptence, of so many of the areas raised by this forum, at that time seemed already hard a fast in the minds of those legislating and it's interesting that contributors to this debate actually spent time shadowing people in the lending establishments too.
