Question Collected equiptment for starting permitted work should I have told DWP sooner?

From what I have read in the DWP leaflets about permitted work it seemed you declare self employed work when you started to earn money and work. I have been collecting equiptment of about £500 worth or more in order to commence working with these collected materials in April coming. I am worried after reading articles on the internet that this would have been some sort of voluntary work in starting the 'very small business' if you like. Just to say I got my materials slowly over a period of time as I have a back injury-hence trying permitted work(not yet declared). It had not occurred to me that collecting things gradually over the year might be classified as starting work . Have I done something wrong? As a sort of related issue I read in another place on the net that permitted work itself does not need to be declared only the 'change of circumstances' to your ability to do things and that permitted work is often declared to make sure that those circumstances have not changed and that what people do is with in the rules(since 2006). This would mean I am with in the permitted rules having just been to the shops and collected equiptment , I assume, and so when earning starts should be an okay time to tell them???

I hope I am right as I am really worried I have done something wrong now, given they will see my accounts with these expenses, and wonder what I should do? Hoping some wise people can tell me if I am with in the rules or if I have done wrong is it easy to rectify?

Thanks again, it a difficult thing have physical problems. The law is always upon you it seems.
