My son in law has showed me your site and i would like some answers regarding a problem with paypal.
I am new to paypal and have recently sold various car parts totalling £463.92 from a car that i took as part ex for a car from my garage. I did not sell them through ebay and the items have been received by the buyers with no problems!
Today I logged onto my account this afternoon and i notice that there have been limitations placed ion my account. I clicked on the button to resolve this and i noticed there was multiple!?
One asking for Photo ID
One asking for my to verify my bank details
and one saying that Paypal had linked my account to my daughters?
I sent them a copy of my passport via email and called them up to verify my bank and to find out why my account was linked to my daughters!
After a call with some guy from Paypal in Dublin i learnt that "Banks are legally allowed to link a father' and her daughter' accounts without there consent". Then i went on to ask why. The guy replyed "there is a dispute on your daughters account so Paypal automatically lock any account related". I was gobsmacked. Why are they allowed to do this!? My daughter is 24 years old
I wouldnt mind if there were genuine issues that needed to be addressed but they dont. The dispute on my daugters account is over somebody who had bought one a iphone off her, received it and then opened a dispute saying it "wasnt working", received there money and never returned the brand new, fully functioning iphone 3gs. That is still being argued with paypal
The golden question what to do next springs to mind as they have stole my money through a seperate issue completely on a totally different account.
Further my response to the emails off paypal (read below) i logged onto paypal and the limitations had been reduced from 3 to 1 (the one regarding the linking) and that had complete in the action! My email regarding there breach of t&c's must have helped!
Anyway I refunded all of the people who had purchased the parts (although they have received them) i hope they are decent enough to pay it into my bank.
Either way i am not too bothered as long as paypal has not got the money!
I contacted paypal again to clarify the limitatinos were gone and they told me the account was closed due to my return rate being so high?! L O L
The only 'returns' i have are the refunds i had issued so my account is now closed.

Please be warey of these cowboys as they will do anything in there power (legally or illegally) to hold your personal funds in that special High Intrest Savings Account.
There are many sites on the net dedicated to paypal and their numerous disputes. Have a search under paypal disputes. There are a couple in particular which provide desatils as to how to approach. There are also horror stories too!
I always try not to use, but take money out straight away.
I have read plenty of them. The mass majoritory are full of people who have only posted once with no real answers given.
I have just been through the term and conditions of paypal' service and it mentions nothing about them holding the right to link accounts under the same surname/address due to one of the accounts being in Debt

I spoke to the FSA who are going to be calling back in the morning. This was before i spent the 30 minutes going through Paypals terms and conditions Both upto 2003 and from 2003 - present and nothing states they reserve the right to link accounts in the way they have or infact any other way.
There is 1 statement that i can see them holding onto and that is section 9 - Restricted Activities - Part K "Control an Account that is linked to another Account that has engaged in any of these Restricted Activities"
But me nor my partner have controlled our daughters account nor authorised the accounts to be linked.

We have reviewed your account and it shows that PayPal are holding funds on
your behalf. Regrettably it is a necessity that these funds be held for a
minimum period of 180 days; however we are happy to explain the reasoning
behind this hold.
As you are already aware, PayPal is a financial institute and as such there
are certain risks that, as a business, we need to make sure are minimised
for the benefits of both the business and all PayPal customers. We would
like to add that we have no intention of retaining these funds for any
period of time longer than the necessary 180 days.
Some of the risks that your PayPal account holds for PayPal are the risk of
chargebacks and Buyer Claims. These risks cannot be foreseen and thus
PayPal must take protective measures to avoid any loss to PayPal. As you
may already be aware, the timeframe that credit card companies allow for
chargebacks to be issued is 180 days after the initial transaction. It is
this 180 days that PayPal have based our policy around. If we were to allow
for all the funds to be removed from your account and a chargeback was
issued, PayPal would, by law, have to pay this chargeback from our own
account. As you can imagine, this would potentially open up PayPal systems
to abuse from unscrupulous individuals. We are not in a position whereby we
could make a judgment call on each case and it is imperative to PayPal that
we treat every account equally. As such we have written into our user
agreement that if any situation arises where PayPal would prefer to end our
business partnership, we have the right to protect ourselves against any
risks.
As we make a point of treating each customer equally, it is with regret
that you will not be able to withdraw the funds until the 180 day threshold
has expired. Once this has expired PayPal will contact you in order that we
may return your funds to you as quickly as possible.

I spoke to your adviser in Dublin who told me the reason you have
placed limitations on my account is due to you linking my account with
my daughters.
There is NOTHING in the terms and conditions i signed up to that state you reserve the right to link accounts in the
way you have linked mine and my daughters and for you to place the 180
day limitation based on this is UNLAWFUL.
Think of all the interest that they gain by placing thousands if not more accounts on hold. We never have any money in our paypal account and just sue it to facilitate the odd payment here and there using my credit card.

I never usually keep money in the account as i know what can happen (and now has) They are so corrupt! It makes me angry
