builder going bust

builder running off without completing the work

builder refusing to correct any unsatisfcatory work

Yes it is possible to insure those risks, however it is not a standard policy that every insurer will offer and you would need to be very very specific in drawing up the policy and having it underwritten.

Just about anything can be insured (Ken Dodd insured his teeth, David Beckham insured his feet, Sam Fox insured her breasts etc), subject to a few legalities (it must exist, it must not be illegal, you must have an insurable interest in it, etc are the main ones and you satisfy all of them)

Speak to a specialist insurer who has access to Lloyds Underwiters, I doubt very much that any of the main stream household name insurers will offer or even quote on it.
