Does the letter state "Fine"?

if you never received the letter or pcn , its possible you can go to court and make a statuatory declaration before a magistrate and explain you never recieved any pcn or otherpaperwork and i believe it oges back to the initial penalty charge.

This is private parking control.

Personally I would ignore it until something solid came like a claim from the county court.

It only needs one case to fall and their little [problem] id a dead duck.
