I received a parking ticket in a Northumberland County Council car park yesterday for having an out of date disability badge.
When I looked at the ticket it explains that the badge has expired but on the standard charge ticket it gives offense code 08a.
I have looked this code up and 08 is parking at an out of order meter during controlled hours and the suffix a, is tempory traffice measure.
Suffix Z is out of date permit.
I rang my local council office to check this out and was amazed when correct department could not tell me what code 08a stood for. She then asked what it said on my ticket and when I quoted the blue badge has expired she said that is what code 08a stands for.
I then questioned what I have read on the internet and was told that Northumberland has different codes?
I then asked if I could view Northumberlands codes on the internet and was told that usually I could but they are busy updating the site.
All this has me very confused. I thought all codes were the same.
Can anyone help with this please?
As it is issued under the RTRA 1984 your best bet in my opinion is to demand to be provided with full copy of the off street parking places order and to check within the articles that an expired blue badge is a contravention. Many orders are poorly drafted and full of errors. If you get it and scan it I will be able to give you my email and I will take a look at it for you.
The contravention codes that you have found on the internet are for de0criminalised parking, enforced via the Traffic Management Act 2004. These codes are consistent across the country.
For your ticket - issued where DPE is not yet in place, the codes exist as written in the original Traffic Order.
Also, for this ticket, the driver retains liability. It is not the responsibility of the owner (unless he/she was driving!)
