Default Local Council bin collection/non collection issue.

We have a green bin & blue bin collection day, the green bins are emptied fortnightly. Ever so often, usualy on green bin collection day, the truck will arrive and only empty half the street's bins & leave the other half or not empty any bins at all. This by the way is putrifying kitchen waste.

When we have approached them they state they were unable to get down the street due to a skip or parked vehicles (they know the street is impassable for the dustcart when there is a skip situated on the side of the road, but still seem to issue skip permits over Tuesday, collection day). They also say they cannot walk further down the street (only a few yards) due to health & safety. The street is a cul de sac and nothing could come past the dustcart anyway.

This then leaves us at the mercy of maggots, flies and even rats as we begin the wait for stinking rubbish to be removed. This can be up to a week after the correct collection day.

The smell is stomach turning, you are unable to open any front facing windows due to the smell and swarms of huge blowflies & wasps.
Sometimes maggots can be seen creeping out of the bin lids as unemptied bins begin to overflow.

The street is fairly narrow but not that narrow as when the council have not collected our waste, Tesco vans, UPS trucks and other large road vehicles are able to pass with ease. Cars also mount the pavement to park, this means that when the bins are not collected, the pavement is unusable and pedestrians are forced to walk down the middle of the road.

The dangers posed by the bins far outweigh any danger to the binmen from walking a few yards to empty the second half of the street's bins. The open lids with rubbish hanging out could contain anything from dirty nappies to hyperdermic needles as the week goes on and people are forced to put more rubbish in them. Where's the health & safety in that? Also are the binmen not creating a bigger risk to themselves this way too? It's a bit hiporcritical.

The local paper have shown interesticon and are sending a photographer down the street to take some pictures of the problem in relation to an article, so hopefully that might get something done about this stinking issue.

Another thing, if they fail to empty our bin from Tuesday to Tuesday, does that not amount to failing to provide a service? We pay council tax for those bins to be collected on that day, the longer it goes over that day the more likely it is they have basicaly stolen our payment for that week.

Complain to one of your Councillors at their surgery, I always advise to either find one who is in opposition, or the one with the biggest mouth.
Get them to kick ar$€ on your behalf.

I would answer that in a similar manner. The residents know what day is collection day so they should make sure the road is clear and not order a skip for a Tuesday or wheel their bins to the end of the road.
