    Default I recieved a Notice To Owner but never got a Parking Ticket. What should i do??

    I recently recieved through the post a Notice To Owner letter/document that was from the council requesting that i pay my parking fineicon of £70. This however was the 1st i knew of it as when i returned to my car on the day in question, there was no PCN attached to it. Now i've had parking fines before so i know what im looking for (the bright yellow sticky label that the Traffic Wardens slap on your windscreen or side window). But as i've stated, there was nothing on my car so off i went on my way home.

    I have heard of poeple removing these sticky yellow labels but never though that it would happen to me.

    Can anyone give me any advice about this please.

    Write to the Council - as an appeal - and state that you were not served a PCN, nor is there any evidence that one was affixed to the vehicle. Ask them to provide proof that the PCN was served (and ask for a copy). Use the procedural impropriety by the Council grounds for appeal.

    If you have any further grounds for appeal, I would include that in the letter too - you only have one chance to contest it now, so put everything of relevance in the letter. Otherwise, they might say yes, the pcnicon was served - and then you'd have to take the case to adjudication without having contested the other particulars.

    To clarify, you only have one chance to appeal now with the Council.

    If the Council rejects your appeal, you can further appeal to the adjudicator at no extra cost.

    There is no requirement for these separate appelas to be on the same grounds.

    IOW, if you don't appeal something to the Council, it doesn't preclude its inclusion when appealing top the adjudicator.
