I Parked My Car And Went To Get Change To Buy Ticket.the Picture On pcn States 16:11 And The Ticket Was Issued On16:12.can I Appeal Againts It[brent Counil].

You have no grounds of appeal then really. If you bought a ticket within a short time of the pcn being issued you could have asked for the fact you went for change to be considered. Whilst you are not in the view of the law as it stands allowed time to get change you could have asked for the Council to use discretion. You have now got nothing not even proof you went for change as far as the Council knows you returned an hour after the PCN was issued.
