I recently was refused the opportunity to pay a penalty fare on the DLR with my bank card. The operator fingered by bank card and then stated I needed proof of address before she would accept payment and ordered me off the DLR. I check the TFL web site and I can't see any mention of this any where. I have written to DLR and they keep saying that i have to pay the penalty fare and are ignoring my question as to why the operator would not accept my payment. I have paid the penalty fare but I feel that the operator was wrong not to accept my card.

You do not state what type of card you used, but by 'bank card' I assume you mean a debit card.
If so the operator was correct in refusing it
Debit cards are subject to the rules of the provider and these make clear that a debit card can only be used to pay where there is electronic means of assessing the creditworthiness of the card.
These conditions are accepted by the holder and given in print in the agreement that you get when you receive your card.
There is no means of checking the card credit by the passenger service agent on train on the DLR and therefore it cannot be used.
Actually slightly wrong debit cards can be used, Its cards such as Visa electron, which we aren't able to be accept with remote terminals, they need a live link with the issuing bank.
Also can the OP complain as the penalty was coorectly issued, the moral is make sure your ticket is valid.
Yes, I offered that in generalistion that the rail company don't control all the rules re use of cards, but your explanation is clearly more technically correct re the specifics of Electron cards and the like.
The rules regarding use of cards on the DLR are made clear at the ticket machines.
Any card of a type that is accepted can only be used to pay a fare on-train when there was no pre-purchase facility at the station where the traveller boarded. Every DLR station has self-service machines and all of these machines are computer monitored for availability.
If the machine was working where the OP boarded then the penalty fare notice was correctly issued. The OP should have bought a ticket before boarding and only if the card was of a type not accepted because of the aforementioned rule would it have been refused.
If the machine was not working, then the OP couldn't get a ticket before travelling so no penalty fare would have been issued.
