Just got a bill from Council for work carried out six years ago.

I'm not sure if this is the correct section to post this, apologies if it isn't.
In 2001 I bought my flat from the local council under the RTB scheme.
In 2002, the council fitted double glazing to all the properties, because I was still under the three year rule, my contribution was, I think, minimal. On countless occasions I asked for a bill. It wasn't until I sold the flat that I was presented with one, for £200-00. Again I queried the amount as I thought, given the amount of work involved, this was a very low amount.
The flat was duly sold, using solicitors on both sides, and I moved quite a distance away.
Yesterday I received a mail from the lady who bought the flat with an invoice attached for almost £900-00 for "Outstanding balance for window replacement", with threats of interest being charged if the money wasn't paid.
I have a copy of the "Estimate" for "Your Costs" for £200-00 from the 29th of May 2003. The council have acknowledged the payment I made of £200-00.
The current leaseholder (the lady who bought my flat) phoned the council to see what was going on. They have told her that they have just been given the invoice by the company who carried out the work, SIX YEARS after the work was completed. I won't print my answer as you can probably guess what it was.
My immediate reaction is to tell them where to go, presenting me with an invoice for work carried out six years ago, after having sold the flat and two sets of solicitors dealing with the exchange of contracts.
Is anyone able to tell me where I actually stand here?? We are under severe financial pressure at the moment, as my wife's contract expires in the next two weeks and we are going to have to live on my salary, so going to a solicitor is not really an option.
The exact date on the "estimate" is 29th of May 2003. The flat was sold in September 2006, and the invoice receieved by the new owner is dated 21st May 2009.
Are the council trying it on? Can they actually claim this money, even though I was told, but nothing in writing, that the £200-00 was the final amount?

Thanks for that Conniff, but I don't think that would apply as I did pay what was asked of me two and a half years ago, but as I said, two lots of solicitors would surely have picked this up. Also, when I was asking, and when I was paying, never at any stage was it mentioned that this was an estimate.
The house we're in just now is the first one we've bought, so we were relying on the solicitors to get it right. (You can't really count the flat as I was already living there )
I'm starting to panic a bit now as money is extremely tight and the company I work for are in dispute with the unions, so I know I'm going to lose pay on the strike days.

Well perhaps they were thinking of the estimate letter as sufficient notification?

An estimate is just that, an estimate!
If they havent sent a proper invoice/bill then it's tough on them

I'm surprised the council want to pay the fitters after 6 years, i certainly wouldnt!
