Hiya, can anyone offer me any advice, I have today been to a post office in an area that I'm not familar with and didn't realise that I was parked in a restricted street. I was only in the post office for 3 or 4 minutes, but when I came back I had been given a parking ticket.
It says on the ticket that the car was observed from 14.05 till 14.07, I was under the impression that the car had to be observed for 5 mins before a ticket could be issue, is this correct?
I'm furious, I also have a disabled badge, but didnt think it was needed as the spot seemed ok to me.

It was just a residential side street, it never occured to me that there would be any restrictions, as the road was busy and had a full line of cars. I reversed parked into the spot, and there was a single yellow line, but I only noticed it (due to reverse parking amongst other cars) when I got back.

Good circumstances for an appeal I think, particularly if you have a blue badge and could have parked there anyway, had you displayed it.
I don't know the extent to which observation times are taken into account, but I think 5 minutes is standard. Maybe someone can advise if this is a strong line of appeal for you - you will have to appeal it in writing in any case.
As I'm sure you realise, the observation time is to allow you time to be away from the vehicle while doing something you would otherwise be able to do. It's not "5 minutes parking allowed" - it's more a case of the attendant waiting to see if someone is, for example unloading.
With that in mind, you may want to consider appealing along the lines that you had a blue badge but forgot to display it, rather than the observation time which is a technicality.

It does sound like it was in a "no unloading" street anyway so there would be no need for an observation time. I think I would go with what Jamberson has suggested, i.e. "I forgot to display my blue badge". Send a photocopy of your BB with your appeal and hope for a bit of sympathy.

To pick up on what Crem said, if it was indeed a no loading street then you shouldn't park there even with a blue badge, so this might affect your line of appeal. If indeed that is the case, it might be best to explain that you could not see the restriction and again, hope for some understanding. You could also mention the blue badge, but I wouldn't rely on that solely if it's no loading.
The contravention codes are different too - so you should check they used the right one or the pcn coulc be invalid.

That's not the case Larissa. It depends where in the street you were. Some of the street might be reserved for residents, but a yellow line, with or without the associated loading ban, indicates no parking - so the permit issue is irrelevant.
If the contravention on the pcn is 01 - parkied in a restricted street, then you've been done for parking on yellow lines. If it's 02 - parked where loading/unloading is prohibited (etc) you've been done for parking in a no loading area. It's worth checking that they used the correct one, relevant to the nature of the restriction.
