    Default Single yellow - unloading/parked on path - ticket issued

    Hi there,

    I'm looking for a little advice.

    I'm wondering whether it's worth appealing this ticket. I got it last week whilst parked on the path next to a road with a single yellow line whilst I was unloading computer equipment into my works office. I was there for about 15 minutes and when I got back there was a ticket with the following on it;

    observation start time - 10:55
    observation end time - 11:01

    Parked in a restricted street during prescribed hours.

    I thought you were allowed to unload on a single yellow if you needed access?

    Any ideas?

    You are allowed to unload on a single yellow, but if the parking attendant watched the vehicle for 6 minutes and you weren't around, then he/she will take the view that you weren't unloading it during those 6 minutes and were in fact parked up.

    Exercise your right of appeal and include whatever supporting evidence you can to corroborate that you were unloading. Maybe include as well an explanation as to why you were not there for those few minutes - eg if you had to travel up several floors with the goods. You've got a chance they will cancel it.

    It was a close as I could park to my building without causing dange rot other road users in my opinion.

    It took me at least 4 minutes to get to my office (over a motorway flyover), and I am on the fourth floor once I got there, put together with the fact that I was carrying a computer monitor at the time, I didn't think it was entirely unreasonable that I was away for over 6 minutes.

    Sounds like you have the loading exemption. the council will of course deny your appeal and force you to the tribunal. See the Jane Packer Flowers case on PATAS Parking and Traffic Appeals Service - Key Cases
