Unfortunately I think you are talking about the Social Security Administration Act 1992. That is about an assignment of debt at court and not bank charges. If it was your first charge then you might be able to get it refunded by talking to you local branch. If not then you will have to reclaim them using the standard reclaims process on CAG.
