    Default enhanced crb time

hi all i am a new user to this site and was wondering if anybody might be able to help me with the enhanced crb.
I submitted an enhanced crb apllication to my local authority so as enable me to drive a taxi at the beginning of feb 2009 this was recieved by crb on 25th feb and as yet still not come back and is stuck at stage 4 (in progress) I have made numerous phone callsicon and eventualy sent an email of complaint so far the crb have had my application for 74 days and dont seem to care that untill it comes back that i cant work.

Does anybody know if i may have a right of redress and maybe seek compensation for the loss of earings due to the time that this has taken. I am almost at my wits end and through no fault of my own i am now finding myself slipping into debt through not being able to work.

any help would be greatly appreciated thankyou
