:-| Today April 2009 I received a letter from special attorneys for Autostrada with 'we invite you to pay' within 15 days for passing through an automatic payment toll lane in a hire car 3 years ago in 2006.
Do they have any legal rights to claim.

I would be very carefull that this maybe a [problem].I certainly would not send any money anywhere based on the fact its three years old.
Ignore it and do not go back to Italy.
Yes, they are part of the EU, and the claim would be valid - I'm assuming you WERE in the country at the time specified? If you have no plans to go back, you could ignore it - but if your name and address details are correct, and you are pulled up by the police, this will show up and you could be arrested if you are in the country once more and your details checked.
It is expected full cross-EU enforcement of fines will be legal in 2012 as I recall, but no mention has been made of this introduction being retrospective. At the moment, the fee being billed is the minimum, and if paid will be an end to the matter. If you want to check out whether the firm is legitimate (I do believe it is) call the UK Embassy for more information.
If your registration has changed since you were there then forget about it, even if you go back.
