I had one ticket valid until 5.20pm and had purchased a further ticket valid until the next morning.
One of the tickets was on the dashboard as it didnt stick to the window but was visible.
I sent both tickets to the council with a letter explaining the matter and they are refusing to cancel the ticket as they day the attendant couldn't see the ticket, this is despite there being a ticket as I sent it to them!

I think they should have used their discretion, but you could still take it to appeal as you had the valid ticket on display. The fact the parking monkey was myopic and only saw the old ticket tells you two things. ALWAYS display a single ticket at any one time - the poor dears cannot cope with the information overload of dealing with two and wondering which one is current.
The argument is one of visibility - and tickets not properly affixed and visible are often discounted, but if you present the valid ticket and assert it WAS on display, it becomes an issue of credibility. Since your ticket woukd have to be timed earlier than the parking ticket issued, you have nothing to lose by going to appeal.
