pcn Issued by a local council observed 5 mins after the expiry of a 30mins free ticket issued 5mins after that, so 10mins after the expiry. Total cost if a ticket had been bought for these extra 10mins = 30pence
Any thoughts ? Do i need to pay this one? or should i wait for a NtO?

I'm not clear on exactly what kind of machine dispensed the free ticket but I'll assume it is a normal P&D machine, in which case you may have one argument that you can at least use as an appeal point.
I would ask for evidence that the parking meter clock was consulted prior to the issue of the pcn or that the CEO synchronised the hand held computer clock with the meter clock.
DfT guidance recommends that one of the above actions should be done.
The time on the ticket and whether it has expired can only be accurately assessed by the clock that issued the ticket. The CEO's watch or HH computer are unlikely to be to the exact timing of the meter clock and unless the meter clock was consulted (a note in the log book or a photo) then it is possible the CEO's clock was 10 minutes or more faster than the meter clock.

Generally, the NtO won't be worth the paper it's written on - the vast majority of parking cases can be thrown out on the incorrect issuing of the NtO if they don't listen to reason or use common sense.
This does mean a gamble on your part - whilst I have not yet seen a correctly issued NtO, this doesn't mean that they don't exist, if you wait for your NtO then you lose the option of the discount, so the call is yours.

This could be relevant to my case (posted yesterday). Do I wait too, or is it worth one more "informal" challenge within the discount period - if so, do I get a letter ready to go off on Monday. In what ways are NTOs not correctly issued please?

No, no one can. Have can you have a guide to 'incorrectness' which is by definition limitless ? Just use the regs that show what should be in an NTO and find the variances as may be.

But if Dave is correct, then if we knew what to look for then something in the NTO would be incorrect. Have I read Dave wrong, or is he wrong then and the NTO issued is infact correct?
