Default council tax and joint liability

off we go again with brothers council tax

in short they have seperated, left family home and have new dwellings each.

some council tax was outstanding for which the council instructed bristow and sutoricon. no one at property so attachment of earnings on brothers wages.

brother wrote back stating he will pay half of the liability and as its joint liability, get the remainder off ex wife.

no way say the council, we can go after you for the full amount

    is this correct

can a council with a joint liability order just go after one person for the full debt
