Hi Everyone, I've only just enrolled on this forum and wondered if anyone can give advice with this one. Around a week ago I parked on "The Arizona Crossing" public house car park in Kingswinford having noticed it was pay and display. When I got my wallet out I realised I had no change. I ran across the road to a cafe, got some change, ran straight back to the car park ticket machine and purchased a £1 ticket which was for two hours and timed at 12.34pm. I went to place the ticket on my windscreen and was both dismayed and amazed to see a "Penalty Charge Notice" in a pouch affixed to my windscreen. I couldn't believe it was possible for a ticket to be written out and attached in the time I'd been away to get change. The Penalty Charge notice showed the time at 12.32pm.
I looked around the car park and initially I couldn't see anyone who looked even remotely like a parking attendant. Then I saw a woman dressed in black trousers and a black fleece who was walking around the cars. I asked her if she had issued my ticket, when she replied that she had, I asked why. She said it was because I saw her and ran off, which I disputed. I told her that if she would talk to the people in the cafe, then they would confirm that I had rushed in for change. She wouldn't and said that if I'd gone into the pub for change, she could have cancelled my ticket.
I had written a lengthy appeal letter, but thankfully I saw this forum before sending it. What I would like to know is-Firstly, does anyone have any experience of Elite Parking Control Ltd?-Secondly, should I just follow the advice and send the various template letters as and when?-and Thirdly, what can be done to try and stop these companies from operating?
They ring a vague bell. Just your usual bottom feeder [problem]sters.
• do not pay
• do not contact them
• ignore their threatening letters
• they will give up and go away
There is no 'appeals process'. They won't turn down profit because they wouldn't be in business long if they did that!
No chance of court. You just have an unenforceable bit of fraudulent tat.
Not much can be done about these companies because the authorities aren't interested. But you can stick it to the woman (if you know what I mean!):
Next time you're over that way, just nip into the car park, drive up to her and pass her an envelope containing some print outs of these FAQs: FAQs - Parking FAQs
She's either clueless about the system or has illusions of grandure. Either way, some reading material might bring her back to earth.

I think this is a small time PPC, and doubt they work for any council - If I'm right then using the term 'Penalty' is nothing short of fraud!
Better wait for confirmation for somebody who knows better, but if it is a PPC then it's a mail based [problem] and the advise is. DO NOT PAY, they will not take you to court. Expect 5-6 more letters including that of DCA's and sols, they will dry up when ignored.
Best to post up the doc with all refs and personal details removed.

Complete and utter [problem]. My advice to you is don't bother sending the appeal it is a waste of time and effort. Only appeal legally enforceable parking tickets e.g. local authority and Police issued ones.

Contacting the PPC only makes you into a hooked fish.
This is a mail [problem] - they want you to appeal so they can guage their victim. E.g. if granny writes to them they'll bombard her with letters because they know she'll probably cave in.

I was fined today at same car park by the same woman at 3.20pm. I went for change and have a ticket for 3.22. I'm not paying the £90 fine, and I drove off imediatly as I just know since I complained she'd get the tow truck out no doubt!
Do not give the company any status by calling the ticket a fine.
Its not a fine only police and Clowncils can fine.

Hi Guys, Let me give you the latest update on my parking fine. I waited eagerly for my letter to come through and I waited and I waited. We are now over six months since the warden was teleported from behind a bush and the "flyer" was attached to my screen. I have still not heard a thing and can only assume that "elite parking control" must not have enough time to deal with those who don't pay, there are far too busy counting the money from the millions who do instead. Shame, cos I was up for the challenge!! My advice to anyone else is "DON'T PAY"
Looks like I spoke to soon. Just had a letter from Roxburghe debt collectors of Croydon in Surrey. This is the first letter I have received and it says I have seven days to pay(today). It now says that I owe £196.00, their client now shows as Elite Management Ltd and the time of the supposed offence is one hour late. I have written back to them on behalf of my wife (whose name the car is registered to) stating we dispute their claim, have had no contact with Elite Management Ltd and have never heard of Arizona Crossing or where it is. We have asked for the address of Elite Management Ltd, so that we can dispute the claim with them too.
Is it normal for the company using the debt collectors to change, or the "fine" to be increased without warning?
Hi Everyone. I have had the misfortune to deal with these cowboys - they towed my car from an empty yard by the NIA in November, and wouldn't give it back until I paid them £400 IN CASH! As they weren't available until the next day, this also involved a night in a hotel and a number of taxi fares + half a day's lost income.
To cut a very long story short, I took them to court and won £736 including costs. I was just about to send in the baiiffs when they told me they were going into liquidation!!
I thought I'd go after the land owner, but they say they hadn't had any contact with Elite for 6-9 months. This makes the removal of my car theft, and I'm just about to get their collar felt by the West Midlands plod. I may not get my money back, but hopefully it will mean they can't start another cowboy clamping firm next week.

their website still up , phone em telling them you want their services etc and if they are still trading time to take it to next level HCO as you awarded over £600 that will hurt them
You believed them when they said they were about to go into liquidation ? ? ? Company still exists. With a late report so report them to Companies House Compliance for that.
Hi my husband has today received a letter from Roxburghe debt collections on behalf of Elite about a parking fine we had no notice of - in fact I was driving the car although he is the registered keeper and I know (although I cannot prove) that I picked up my son from work at 3.45 pm on the day that they say I was parked in the car park at 4.10 pm! I was parked there earlier but left at 3.30 pm being within my ticket time.
Should we write to Elite or Roxburghe to dispute this charge?
