People used to park for years at the dropped kerbs (dropped footway) without getting any pcn, Westminster should give the drivers warning, not to issue them a life PCN straight away.
They lost revenue that is the problem
It was not a contravention in westminster they just started recently

It was announced in the press and warning notices were given out for weeks in advance, I actually remember seeing it in the Metro. It states in the Highway code that you should not park against a drop kerb and all drivers are meant to read the Highway code.
DO NOT stop or park
near a school entrance
anywhere you would prevent access for Emergency Services
at or near a bus or tram stop or taxi rank
on the approach to a level crossing/tramway crossing
opposite or within 10 metres (32 feet) of a junction, except in an authorised parking space
near the brow of a hill or hump bridge
opposite a traffic island or (if this would cause an obstruction) another parked vehicle
where you would force other traffic to enter a tram lane
where the kerb has been lowered to help wheelchair users and powered mobility vehicles
in front of an entrance to a property
on a bend
where you would obstruct cyclists’ use of cycle facilities except when forced to do so by stationary traffic.
It has been enforced across most of London for years I am surprised Westminster has not enforced it before.

I have a pet hate for people who park on dropped kerbs because my Mum campaigned for their introduction in my town many years ago to help with wheelchair pushing, and recently I had to rescue a young girl in a motorised wheelchair who was crying because she couldn't get to where she was going due to obstruction of a dropped kerb.
Yes I know that not all dropped kerbs have such a purpose or are clearly marked, and anyone who issues a CCTV ticket to someone stopping for half a minute when they're merely dropping off passengers etc. should be censured...

and typical rubbish spouted by westminster when they were upbraided about the policy change.

"A small minority do not know their parking is illegal. From 16 February motorists who continue to flout the law will be issued a ticket."
how many lives are lost due to people parking at dropped kerbs, oh and its decriminalised.
There revenue was down. Clearly parking is a cash cow for westminster as we can tell by looking at westminster cases posted on the net. So much for keeping the traffic flowing. as we all know its about keeping the money flowing into the council.

How can they do that when legally a householder can park across his own drop kerb? Why should the Council have to spend money creating ridiculously complicated traffic orders to place hundreds of 5m DYL across drop kerbs just because some car drivers are stupid? There are enough signs and lines as it is without signs telling you not to park on a drop kerb, on the footway or to double park or anywhere else thats obvious to anyone with half a brain thats read the highway code as required.

The simple solution would be not to park on a drop kerb then they wont get any money will they? Its easy to say its all about the money but the law is clear, if you park where its not permitted you will get fined, if you park correctly you won't is that hard to understand. Its very strange that there are not forums set up by shop lifters, drug takers and vandals complaining they get fined for breaking the law and its all about money. Why is it drivers should be above the law? Maybe you could campaign that in future those that park on DYL etc get community service instead of a fine. I am sure the idea of spending a saturday afternoon picking up litter in the local park would be more of a deterent anyway.
I just love the way people think and try to justify their arrogance and stupidity. You get a no right turn sign that has been abused for years putting other road users at risk with the odd person caught by an overworked Police service and thats OK. The Council install a camera to enforce it effectively and it becomes a 'money making trap' out to fleece drivers. Why do the Council make money because drivers are stupid and arrogant. How much publicity has there been over mobile use in cars? EVERYONE unless they have been living on the moon must know its illegal and dangerous, does this stop drivers......no! Drivers continue to break the law because they think they will not get caught and when they do they start crying like children and blame everyone apart from themselves.
