I noticed the 'X' in the PPI box and when i contacted them they said that due to the size of the loan i had to take the PPI and that is why it was added on to the loan.

The fos can still deal with complaints for sales before 14th January 2005 as long as the policy was sold by a high street bank or the firm was a member of the General Insurance Standards Council (GISC).
If they are not a major bank or a GISC member, but a member of the Finance and Leasing Association(FLA), then the FLA rather than the FOS may deal with your complaint.
The firm you have complained to must tell you which body your complaint can be referred to in their rejection letter.
