you were loading. Postal packets count as goods. see jane packer flowers case. Council will of course argue the toss as they just want your money.
get confirmation of the picking up the parcel from the firm. do an informal appeal, send the proof from the company that you ere picking up the parcel. when the council deny the informal reps put the formal reps in and tell them you will be claiming costs at adjudication.
