You get them from the end of the tax year April 5th. I think I read they are sending them out over a few weeks. I am sure you will be able to renew over the phone once you have all your p60 details etc.
You will not be able to renew you tax credits over the phone until you receive your renewal form. The tax credit systems won't allow an actual figure until the renewal is generated.
The renewals can be received anywhere between April and June. They are sent out to people who receive benefits first (Income Support, Job Seekers), because they are priority as they depend on tax credits more so that people who work. Then you should get yours.
