    Hi,

    Thanks in advance for anyone who can shed some light on this. I went up north(leeds) parked in an NPC car park (well apparently as signs just said street name). Paid for 4 hours at the nearest pay and display machine which was 2 metres away from my car, come back 2 hours later drove to a mates house, got out and noticed the ticket on my windscreen, they put it over my road tax disc. Well it said that the ticket I used was invalid which is rubbish because it was still valid for at least 2 more hours after the time the notice was issued. Also reading the forums it appears that many LEGIT pcnicon's have legal noncense written on them. This ticket I got seems iffy, all it has is a vat number on the back. Also when I check to see if I can pay online (it is a ticket starting with CP) which i should be able to do by now as the offense was 3 days ago, it just says details not found. As i didnt notice the PCCN attached to my screen i threw my ticket away so have no proof that I payed for 4 hours, any advice on what to do would be greatly appreciated. Im guessing the whole ignore them routine should work fine. Sorry for the quality of the pics, my camera has been playing up.

    Hi not an expert they will be along later but I believe that this is a private ticket (I wont call it a penalty notice) and as such is an unenforceable invoice. Asda near my home have similar load of rubbish working their car park.

    For the moment until the experts arrive ignore.

    dpick is right this is rubbish. It's a private invoice - and totally un-enforcable.

    You say you paid for parking i.e. honoured their T&C's. They're saying you didn't. Under contract law the most they are entitled to is the amount of money they would have earned had the breach not occurred. (e.g. If parking cost £1/hr and you parked for 2 hours at most they would be entitled to £2.). Anything above that is a penalty charge and is illegal under case law (this is the same issue as bank charges).

    I couldn't see how much they were charging you from the photos but I'll bet it was substantially more than the amount you paid.

    If they run true to form they will no doubt write to the registered keeper of the vehicle, having obtained their details from the DVLA. They will insist that the RK is liable for the debt. All complete nonsense.

    Your best bet is to ignore this invoice and ignore any further bumf that comes through and get on with your life. (store it in case they are silly enough to try court). There is no appeal process as they just want your money and will try to intimidate and co-erce you into paying if you make contact.

    BTW you may well hear from debt collectionicon agencies with threats of all sorts of things - if you do - read it as "we are increasingly desperate for your money"

    Thank you for all your replies. Yeah sorry for the pics, they want £50 off me and £100 if i dont pay by 14 days. I will ignore as I ignore most post that comes through my door . Considering the fact I have already paid for 2 hours more than I actually stayed they can use this piece of paper they gave me as toilet paper. Al27 ty for redirection, you know your stuff. I thought debt collectorsicon are only a viable option after a court hearing and refusal to pay so they can go take a running jump as well.

    I'll add one more thing to show how crafty NCP are. I spoke to a parking attendant who mans the bars in a private car park across the road. He told me that those guys who stick tickets for NCP stick them on cars that are park on the road as well. The road which has its own pay and display is council owned and gives free parking a lot of the time. However the none the wiser come back and see a penalty notice from NCP saying no ticket displayed etc which is a joke cause they dont own the road. As there is no CCTV how can the car claim it was on the road and not on the car park, simple it can't. So people just pay £50 which they definently dont have to. It's all BS if you ask me. I for one won't cave in.

    Be careful in what you believe. AFAIK, NCP have been contracted by some Councils to manage DPE - it would therefore be quite proper for them to issue PCNs on the highway.

    But if correct that would mean NCP contractors being paid to enforce council parking were also spending part of their working hours issuing PPC invoices solely on behalf of NCP. I would image that would cause all kinds of ruckus.
