Hi folks, this is my first post on here and I'm trying to find out where I stand with a pcn icon

that I recieved in the post today. I apologise if this has been answered before, which I suspect it has but I searched for 40mins or so and could only find similar cases involving private companies..
Anyway this is the story-one evening I parked in a leisure centre car park which is pay and display but I didn't buy a ticket. When I returned there were a couple of Civil enforcement officers standing by my car who appeared to be in the process of printing a ticket out,
I said 'I'm just going now',
one of them replied 'This is pay and display and you don't have a ticket'
I said 'Sorry didn't know it still counted at night'
and got in my car and drove off before the ticket was put on the car or given to me. I'm not sure if the ticket was even printed, and I didn't feel like hanging around to find out!
Today I recieved a PCN through the post from Windsor and Maidenhead council which is being served because 'the vehicle was driven away from the place in which is was stationary before the CEO had finished preparing the PCN or had served it in accordance with Regulation 9'
My question is this-do I have to pay as I never actually recieved the ticket?

Not entirely sure my friend as I know tickets can be served through the post. Someone much more knowledgeable should arrive soon to update you.

If it is a council ticket and not a PPC invoice then yes it can be served through the post.

Please scan and post the ticket (suitably cleansed of personal details) so that others can review it for any issues

then it can be sent via post. Do post the document here if possible though

As general note of caution to people, please be carefull if driving away from traffice wardens trying to issue you with a ticket as they are usually very close to your vehicle. The last thing one wants is to be in trouble for running a civil enforcement officer icon

over for the sake of a parking ticket icon

Yeah I read that one. I didn't run this chap over though! Trying to put a scan up of it without much success so far-I have a photobucket account but i'm unsure how to upload it from there to here..

You also need to be aware that as this is now a s.10 P.C.N., it also acts as NtO in some respects.

Totally agree,

I made the distinction because, unlike an NtO, a s.10 PCN has a discount period for payment

(and I'm getting really p*ssed off by these spurious links...)

The Spurious links are so the site can make money from selling books and stuff

They do become a little intrusive though.

Intrusive whatever do you mean? If people ignore the links they will become redundant but its hard to divorce icon

yourself from them everytime you type pcn icon

or Parking ticket. I feel like taking out my grievance with the mods but my phone calls icon

have been ignored. I guess if you are in debt and want to check your credit file with credit reference agency or are in arrears with a debt collection agency reading the books is better than ending up in county court icon

you may even be able to pay by direct debit?

Looks like the system is cleverer than me and limits the number of links,

That particular loophole of driving away was closed a couple of years ago.
