    Default Broken window

Hi ive just had the little window above my front door smashed by a local boy who was playing football.
the responce ive got off his parents when i went round to see them is to go forth and multiply (my words as there words would not be printable) .my question is who do i claim against (the boy whos 13) or his parents in regards to the £100 pounds its going to cost me in insurence excess and incresed premiums. thanx
p.s the police have been informed but are trying to put it down as a civil matter.
