off road parking bay - local authority question about its requirement
Hi
There are two parking bays as show in the attached.
The parking bay with the blue car is obstructed by a well parked white van. Otherwise the parking bay is a normal shape and quite large.
The entrance to it is technically only 750mm max - maybe the width of the handle bars of a motorbike.
Access to the parking bay is via squeezing between two other parking bays. Certainly it is painted to be a parking bay and recognised as a parking bay by the local authority.
By law, can this location (a corner of a car park operated by the local authorities) actually be called a "parking bay" in light of its accessibility issues?
I've searched the internet for an answer to this but no luck.

They can paint the entire car park in different size bays in a variety of colours there is nothing to specify car park markings other than established industry guidelines.

Thanks, I hear you but am confused...
Does it mean then the local authority can flaunt rules and regulations, e.g. Traffic Management Act 19xx about parking between bays in accordance with regulations and then build bays below a prescribed minimum?
Not meaning to be cocky/devils advocat but I really do need to know this information. My local authority quote "code 86" - parking beyond the bays yet a number of bays are smaller than the length of a family car - does it mean get a smaller car if you want to use the space?
