Parking Ticket Contested And Appeal Refused - What Now? - Any Help Gratefully Acknowledged :-)
Completely new to this (and indeed to this forum) but having searched the internet for information on how to contest a pcn this appears to be the place to be - I've had a look around the site and I can't quite find what I'm looking for, so I'm really hoping some of the informed regulars can help me and I apologise in advance if this is a common or already much discussed query.
Basically my partner received a PCN over the Christmas period after parking on a main road that enforced a one hour no return policy, but unfortunately she failed to notice this because the area where she parked had very damaged road markings and no sign adjacent to the side of the road where she parked.
I returned to the area and took photos of the damaged road markings (my apologies for no photos, but this is a broken yellow line which is very VERY faded in the area of the road she was parked on) - there is a sign warning of the parking restrictions on the other side of the road, but my partner insists she didn't see this when she parked because it was obscured by a van.
I wrote to the council explaining that I didn't think the fine was fair because of the damaged road markings and poor signage and included photographs but today we recieved a letter informing us they plan to uphold the penalty because in their opinion the markings and signage were adequate.
I'm afraid that if I don't pay now the £25 fine will increase to £50 and there's no way I can afford the costs and time involved in taking them to court to challenge them so it rather seems they have me over a barrel.
I'm angry because I don't feel this penalty is at all fair but I have absolutely no idea what to do next - is there a legal requirement that stipulates how clear road markings and signs have to be in order for a PCN to be enforcable?
It feels like I have no option but to pay it and I was very close to doing exactly that a few hours ago before a bit of googling brought me here. Any advice and help would be much appreciated - thank you ever so much in advance.

the signs on the other side of the road only apply to that side of the road. what about the signs on the side where vehicle was parked ? really need to the photos. Which council is it ? some are known to have flawed paperwork.
you don't go to court to challenge the council, just the adjudicator - no fees involved but you will be at the 50 pound stage. it may be a certain winner for you but we can't get that far without full information.
We need the timeline, date pcn issued, date NTO recieved etc.
