Unhappy Outstanding Parking Fines - Help

Hi, I wonder if anyone can help advise the best course of action. I used to own a car with a private plate but have now disposed of the vehicle. The plate has been on retention for nearly a year.

It was registered at my ex wife's address. A property she is no longer in and rents herself. I have not been there for a couple of years now. It has recently come to my attention that a bailifficon called to collect payment for a parking fineicon in 2007. The fine was issued by the council just under two years ago and they are demanding nearly £200. Having not been at the property I was completely unaware of any preceeding letters the tennants must have binned them. I have only become aware by a hand written note received from the bailifficon that has been passed on to me.

I understand that it is my responsibility to keep the DVLA records up to date with the keeper address but as it was on retention I didnt think to notify them I had moved.

Any advice on the best course of action. Should I get in touch and try to get the amount of the fine reduced in light of the fact I was unaware of the original notice?

1st port of call would be to see a copy of the warrant of executionicon, check the dates. If the warrant is more than 12 month old it cannot be enforced.

I would also find out what the circumstances of the pcn.Am unsure as to the retention of the number plate however it maybe worht phoning the TEC to see if you could register a statutary decalration to bring the fine back to notice to owner statge. Others on here may advise more.

Thanks for your reply Nero, very helpful.

The letter left from the bailiffsicon refer to a warrant of execution authorised by a county courticon but does not say when it was authorised. I will get in touch with the TEC to find out. If it was over a year ago can they not just reissue it? Or do they lose the rights to do this again for the same offence?

cant re-issue. If its out of time then tough danglies on the bailiffsicon, you can tell them to shove thier warrant where the monkey shoved it nuts.
Then report them to the powers that be, the bailiff section on here should explain more. Its not uncommon for dodgy bailiffsicon (and there are plenty of them BTW) to attempt to collect on an out of time warrant
