    Default Parking of commercial vehicles

    I live in a quiet close.
    Unfortunately, the front of my property looks out onto other peoples back gates and rear parking areas.

    One of the neighbours has 2 parking spaces but fills them up with his 4x4's, so he parks his transit/bus type commercial vehicle in front of my property, then walks about 30 metres back to his. There is a grassed garden and small fence in between us and he isn't blocking us in.
    However, when he leaves for work at 6am he makes a right racket with his tools, then he leaves it running while he goes back in for a cup of tea. 20 mins later off he goes in a plume of smoke.
    Its just great it is.

    Anyway, my question is-can he do this legally?
    Surely he should be made to park at his own property.
    And if not, what can I do about it?
    And please don't say talk to him, he's not the type!

    It is an offence to leave your vehicle unattended with the engine running. I believe the offence is called "quitting" under the Road Traffic Act, although the police are not really that interested in pusuing this and seem to only issue the £30 fixed penalty if the driver does not accept their advice.

    Yes
    Why, its a public road
    Not much
    I wouldn't bother

    Whilst its a bit anti social legally there is not much you can do I'm afraid apart from taking up the space yourself to prevent him from parking. The only other way I can think of scuppering his parking is to get a drop kerb put in to allow you to park off street he can then not legally park across it without risking a fine or being towed (an expensive solution though).

    Perhaps when he next leaves the engine running and goes back for his cup of tea, you could take his keys outof the ignition for safe keeping. After all, anybody might just happen along and pinch his van so you would only be being a good neighbour. It may be that you then have to go out urgently and forget you are waiting for him to return to his van before leaving.
