There is no ESA ib. There is ESA (C) which is contribution based and there is ESA (IR) which is income related. You have to be receiving the ESA (IR) for 26 consecutive weeks or more before you are eligible for a budgeting loan. (In the same manner that those on JSA (C) cannot get a budgeting loan but those on JSA (IB) can)
As ESA only came into effect in late October, it has not been live for 26 weeks therefore you cannot have been claiming it for 26 weeks.
When it was Incapacity Benefit, before it became ESA, incapacity benefit is not an income related benefit as it is payable based on your inability to work, not your finances. Only income related benefits are qualifying benefits for budgeting loan purposes.
