Question around owner/registered keeper of a vehiclr
Hypothetical question; me and a couple of mates were discussing this one earlier and couldn't work out the answer, so...
Person A needs a car and has the means to make monthly payments (say, they've just got a new job after a period of unemployment; they need this car to get to their new job) but cannot get finance due to past credit problems. So Person B, a relative (not wife or partner) puts the finance in their name. Person B gets the finance over 3 years at say £150 a month, and Person A pays them back at £100 over 4 years (this might be too long or short, it's just out of the air figures anyway).
The registered keeper on the log book is listed as Person A.
Who would legally be the owner, bearing in mind that the person financing the car is Person B; Person A is not even making the payments 'on behalf' of Person B.

The person in the log book is the registered keeper but not necessarily the owner. The person buying the car is the owner, but not necessarily the registered keeper.
In this case, person A is the reg keeper but not the owner and person B is the owner, person A would have one hell of a job proving otherwise unless they had made a properly written agreement between them and both signed it.

Yeah, that's what I was thinking too. To take this to a second question, again hypothetically, what if Person A had a load of unpaid parking fines and the council had obtained a court judgement to recover the money. bailiffs attended and clamped or removed the car. How does this stand legally, with Person B being the owner of the vehicle but not responsible for the fines?

If it's on HP, no matter who it on the paperwork, it belongs to the finance company so bailiffs can't touch it.

The finance company is the leagal owner of the vehicle untill the last payment is made
