Biggleswade Town Council and Town & County Parking.Can this be right?
During my many journeys up and down the A1, I often stop off at Biggleswade for a coffee on the Market Square. Parking is free everywhere, either on the road or in the Council car parks. Recently however, new signs have appeared in one of the Council car parks, and I am puzzled by the wording.
The sign states that a "parking charge notice" will be issued and if not paid within 28 days a £10 admin charge will be added, normal PPC rubbish. However, in the bottom white part of the sign it states:
This car park is private property and is managed by Town and County Parking Ltd. on behalf of Biggleswade Town Council. Served under Sections 32, 33 & 57 of the RTA 1984 and in accordance with section 59 (Off Street Parking Places Order 1990)
Can this be lawful? They are quoting the RTA whilst at the same time it appears to be issuing private parking tickets. Also, I am sure that Biggleswade is not decriminalised, can Town and County issue ECNs?

I would suggest that Biggleswade Town Council is a Parish Council, and as such does not have any powers.
From the list of councillors it is a Parish council.
Loads of hot air and no powers.
