Does anyone have any advice as I am tearing my hair out!
Since March/April last year we have repeatedly received parking contravention notices from Hounslow, Lambeth & Epsom C. Council. I think we're up to number 20 at the moment! All of the notices relate to my husbands number plate on his Blue Estate car. I received the first two simultaneously, back in April 08, I rang the council to tell them that this must be a mistake as our car was actually being serviced that day. To my astonishment, they told me that the tickets issued where in relation to two different vehicles one of them was a white van & the other a lorry!! So we now realised that our car number plate has been cloned onto two vehicles neither of which bare any resemblence to our car!
I did what I was asked & forwarded a copy of the log book etc & a letter explaining that this vehicle was nothig to do with the two that they where issueing tickets for & received a letter a few weeks later saying that the charges had been dropped.
It's now almost a year & nothing has changed...I have repeatedly telephoned my local police & the police of the issuing council explaining the situation. I have rang the DVLA countless times & nothing!!! Noone will help & everyone says its not their responsibility.
One chap at the DVLA said I couldapply in writing and ask permission to change my number plate. If permission was granted then I could pay to get new ones made <sigh> Why shouldI pay & why should I get thehassle? Besides Iquite like our number plate!
I am at a complete loss & even considered driving to a few of the roads that the offences took place as when I saw the photographic evidence it is pretty obvious that they are builders & a number of the tickets come up within a mile radius of each other. The police said that if I did this & found the offendings vehicles, then I could call them & they would come & arrest the drivers......Like I'm going to put myself at risk & why should I do the polices dirty work for them? I pay enough in Council tax!
One police officer even said to me I could try prosecuting the drivers myself...where would I start as if I new where they where to send the solicitors letter to I'd just tell the police!
Please if anyone can help I'd be grateful. The law needs to be changed as at the moment I feel councils are not checking the dvla info properly & consequently wasting public money sending out incorrect letters & failing to collect the parking charges.

You will need to get rid of that attitude for a start, the police can't be everywhere and how would you be putting yourself in danger by phoning and saying the vihicle is at so and so address.
If you really want this cleared up, the least you could do is offer all the assistance you possibly can to the police.

I DO NOT have an attitude!!!!!!!!! This has been going on for nearly a year & the police say they "cannot & will not do anything"!!! So what assistance do you suggest I give them?? Also as far as putting myself in danger...I drive past in my vehicle with the SAME number plate & report them <duh> do the math!

That's the bit that makes it sound as if you have attitude.
So what you are saying is if you drive past and see them, you are just going to ignore it, they aren't looking at the numberplate of every vehicle that drives down the street, so how are they going to know you rang the police.
The police will do all they can but only if they see them or they are caught in ANPR, they cannot waste money cruising the streets just looking for false number plates.
If you have an idea where they are, phone in, it will end the misery you are suffering now.

London is full of ANPR cameras, not least the CC ones. I would keep proof of ownership of the vehicle, get a reference for a currently resolved instance of cloning and let the vans rack up enormous and frequent bills. use the reference to shut them up. if that fails get a solicitor's letter sent to TfL telling them in a nice polite legal way to pull their fingers out and if they still keep bothering you with these obviously wrong tickets despite being in full knowledge of the circumstances that you will take them to court. If TfL still issue paper to you in spite of all this then go to court on the paper and show the bench the paper trail and claim costs and ask for an order against TfL.

This is all happening about 40 miles from where I live! & now your just splitting hairs!
It would, however, be more helpful if you answered my previous question rather than just being plain rude & telling me I have an attitude.

If you are convinced that they are in a particular [small] area, have you considered driving around it in a different car?
If you have family, or a friend, perhaps they might care to help?
if you go to a solicitor to get a rocket fired at TfL take a copy of the Davis V Kensington adjudication. Most solicitors know nothing about traffic law and Council PCNs.
