I hope somebody can shed some light on a letter i recieved yesterday from a company called Private Car Parking Enforcement Agency. Unfortunately i do not have a scanner so will type the letter as it is:

This is exactly as the letter reads apart from a payment slip attached to the bottom!
My question is, is this a legal letter that i need to pay, or is it from a company out to [problem] me?

The latter - a complete [problem]. ignore them. you don't have a scanner but do you have a digital camera ? this one would be good to see I think. before posting it make sure you suitably wash it of personal and identifying details. PPC trolls lurk here from time to time and love to stir up trouble or try to entrap victims. make no comments at any stage about who was driving the car.

I was not the driver, I did not know my vehicle was ticketed.
You should write to us as soon as possible. You must provide a signed declaration along with details of the driver at the time of the incident, which must include their name and address. We will then write to the person and request that they pay the amount owed. If we do not receive a response or payment or if the driver does not accept liability, liability will revert back to the registered keeper until such time as the charge is paid. It will then become then your own responsibility to seek reimbursement from the driver.

From what I saw though, this one of the do it yourself jobs set up by a firm called Parkshield. They basically sell packs of their so called pcn's which are then issued willy-nilly and forwarded to Parkshield who then start trying to collect. £15 of each ticket paid goes to the issuer of the ticket, so it's a nice little earner for someone with a CCTV camera who just sits there all day and takes down registration numbers.
Parkshield, and PCPEA both claim to be members of the British Parking Association, but I can see several areas where the do not conform to the BPA code of conduct. Appeals being one of them. Under BPA rules you cannot insist on remitance being included if you wish to dispute a ticket.
Basically, the advice would be sit tight, ignore everything and they can't do a thing about it.

Had a look in the data protection register for these jokers as well. They are registered, but considering that the BPA code of conduct states that:
39) The Operator may wish to use remote monitoring
equipment in some areas instead of using enforcement
staff on patrol. Parking Tickets generated by the use of
such equipment may be served by post.
40) All evidence captured by remote monitoring
equipment must be kept in accordance with current
and relevant Data Protection legislation.
Can anyone see anything in the register which suggests that Parkshield have registered that they are maintaining records of CCTV footage of the public for enforcement purposes.
