I used the tack that the registered keeper wasn't the driver. They responded quoting the case of Combined Parking Solutions v Stephen James Thomas (1998) in which the judge 'took a dim view of the Reg Keeper's attitude for not providing the driver's details' etc and the Reg Keeper was directed to pay the charges and costs.
